[mou] Black Scoter still present, Renville County

The Black Scoter on Allie Lake in Northeastern Renville County, found
last Monday by Bob Williams, was still present this afternoon.  It was
in a flock of divers north of the county park.  There is plenty of room
to pull over on the shoulder of county hwy 24.
