[rba] [mou] Snowy Owl in Cotton (St Louis)

A snowy owl is currently present in "downtown" Cotton (perched on a light in the ICO station parking lot).  Not sure if this is the same individual present in Melrude (about 8 miles to the NE as the owl flies)
